The Oil Reserve Just Fell Back To 1983
Sixty salt caverns on the Gulf Coast hold what is left. Every drawdown widens them a little, and nothing refills the salt.

The number came out on Monday. Just under three hundred million barrels left in the Strategic Petroleum Reserve. The last time it sat that low was January 1983.
|
|
The reserve is not a tank farm. It is sixty caverns washed out of salt domes, thousands of feet under Louisiana and Texas. To get oil out, operators pump water into the bottom and float the crude up. The water dissolves salt. Every cycle leaves the caverns wider and the walls between them thinner.

On the sixth of March it held four hundred fifteen million barrels. Then Iran shut the Strait of Hormuz. Trump ordered a hundred seventy two million barrels released. A hundred sixteen million have come out in twenty four weeks. When the release finishes, the reserve lands near two hundred forty three million.

It has run dozens instead, large and small, across forty years. A Texas A&M petroleum engineer says the repeated cycles have deformed caverns and thinned the salt pillars between them. |

The Energy Department rejects the alarm. Its spokesman says the caverns are always full, and only the ratio of oil to water changes. A former State Department energy envoy says he is not worried about running another release. Against that, a May report from the Government Accountability Office. More than a quarter of the reserve was already unavailable in December. Department officials told the auditors they are holding the infrastructure together with Band-Aids.

Gasoline averaged four dollars and seven cents a gallon this morning. Hurricane season on the Gulf runs to the end of November. Those two facts sit together. Since 1975 the reserve has been the answer to a Gulf outage. It is answering from its thinnest position in forty three years.

We graded this CLOSING rather than SEALED because oil can be bought back. It was, once already. Three hundred forty seven million in 2023, back up to four hundred fifteen before this war. Salt is the part that does not come back the same way. Every cycle expands the caverns and narrows the spacing between them, the auditors wrote.

The release was not wrong. Hormuz shut, and a reserve exists for exactly that. What matters is what it leaves behind. The cushion under your fuel bill is thinner than at any point in your working life. Refilling it is a decade of somebody else’s budget.

THE MOVE · WHILE THERE IS STILL TIME
Put the Wednesday number on your calendar. The Energy Information Administration publishes the reserve level every Wednesday morning, free, before anyone writes it up. And if you buy heating oil or propane on contract, price the winter in August this year, not in October.
If Hormuz reopens and that Wednesday number stops falling for two straight weeks, the case here weakens. We will say so when it does.
