Congress stopped measuring only delta-9 THC and started counting all of it.
A finished product may now carry no more than 0.4 milligrams of total THC per container.
A single seltzer carries several milligrams.
The cap is written per container, not per serving.
A definition decides what is allowed to exist. So does the rulebook under a car with no steering wheel.

A definition is a quieter instrument than a ban. It does the same work and it needs no raid.
Cannabinoids the plant cannot make on its own, delta-8 and delta-10 among them, were cut out of the definition entirely.
The law gave the industry one year to adjust.
That year runs out on November 12.
Then, in September, the deadline split in two.
Both dates arrived inside bills about something else.
A stopgap funding bill signed on September 2 pushed most of the rewrite back to December 11.
The synthetics still lose their status on November 12. That part did not move.
The milligram cap waits until December 11, which is also the day government funding runs out.
Two deadlines, twenty-nine days apart, written by the same Congress in the same calendar year.
The industry’s own trade group puts the share of hemp cannabinoid products that would become federally unlawful at about 95 percent.
Some put the market above 30 billion dollars.
Neither number is the point.
Money is a definition too. The people who rewrite one rarely hold a vote on the morning it changes.
