Norway’s Fund Wants To Hold Less American Debt
It proposed cutting government bonds from seventy percent of its bond book to fifty. The letter went public on Friday.
Start with what this fund is. Norway manages two point three trillion dollars of national savings. It owns close to one and a half percent of every listed company on earth.
On Friday its managers published a letter to their own finance ministry. They want the government bond share of the bond book cut from seventy percent to fifty. In practice that means fewer Treasuries.
The money does not leave America. It moves down the ladder, into corporate bonds and mortgage backed paper, from sixteen percent of the book to nearly twenty eight.

Mohamed El Erian put the size in its place on Friday. The amount itself is not large. What matters is that a buyer everyone treated as automatic has started explaining why it might buy less.

Now the honest part, and it is a real handle. This is a recommendation, not a decision. Norway’s finance ministry has to approve it, and ministries have said no before.
Be fair about the motive too. The managers say they want higher returns, not that they distrust the borrower. Both things can be written in the same letter.
What does not reverse is the arithmetic underneath. America needs to sell more debt every year than the year before. The buyers who never asked questions are now writing letters about it.
Early still beats late.
