PANDORA’S BOX EVERYTHING GOT OUT. THE HOPE IS AT THE BOTTOM. |
THE ONE-WAY DOOR A new kind of dollar opens on January 18, and it is not a deposit The rulebook was finished on October 21. About $300 billion is already sitting in the thing it governs. |
January 18, 2027 is a Monday. On that day the federal rulebook for payment stablecoins takes effect. |
A payment stablecoin is a token built to hold one dollar. Not to grow. To hold. |
Congress passed the GENIUS Act on July 18 last year. |
The Comptroller first proposed his version on February 25 this year. Comments ran through the spring. |
The law set its own start date. Eighteen months after signing, or one hundred and twenty days after the rules were done. |
On October 21 the Comptroller of the Currency finished them. They fill a new part of the federal code, part 15. |
Eighteen months won. The date is fixed. |
Nothing about the schedule was a surprise. Only the finishing was. |
| $300BN ALREADY HELD IN STABLECOINS TODAY | → | None of it is a deposit. The law puts it outside that word on purpose. |
|
|
Here is what the rulebook says about the person holding the token. |
It is not an investment product. Nobody is promising it will be worth more tomorrow. |
No federal deposit insurance attaches to it. And it pays you nothing. |
PAID PARTNERSHIP | |
Your paycheck, your IRA, your bank account, each one moves through institutions that report, monitor and flag. That is the system working as designed, and it is also why a growing number of retirement savers want part of their wealth held outside it. An issuer that implies otherwise can be fined up to $500,000 for each claim. Interest and yield to holders are banned outright. |
The backing is real, and it is narrow. Issuers must hold at least one dollar of reserves for every dollar issued. |
The list of what counts is short. Cash. Deposits at insured banks. Treasury bills with ninety three days or less to run. Overnight repos. Government money funds. |
Not crypto. Not corporate debt. Not stocks. |
Redemption cannot take more than two business days, and issuers cannot invent their own limits on it. |
If redemption requests pass a tenth of a brand in a day, the supervisor has to be told within twenty four hours. |
Each issuer must publish its reserve mix every month, on its own site. |
There is a floor of five million dollars in capital, and a cash cushion covering twelve months of expenses. |
Issuers report to their supervisor every week. The first report is due on January 25. |
A full examination comes at least once every twelve months. |
The rule also caps how much of the reserve can sit with any single counterparty. Forty percent is the ceiling. |
At least five percent has to be liquid every day. The proposal asked for ten. |
A small issuer can be examined on a longer cycle, eighteen or twenty four months. Under a billion dollars outstanding is the test. |
So the instrument is tightly built. It is still not a bank account. |
If an issuer fails, holders go to the front of the queue. Their claims rank ahead of the issuer’s other creditors. |
The front of the queue is not the same as whole. Priority sorts a line. It does not fill a hole. |
Insolvency is handled by the deposit insurer, the credit union regulator, or the state that chartered the issuer. |
There is a second date, and it is the harder one. July 18, 2028. |
After it, a digital asset service provider may not sell an American a stablecoin from an issuer without a permit. |
Today about $300 billion sits in stablecoins. Tether holds roughly $182 billion of that. USD Coin holds about $72 billion. |
Most of it was issued offshore, under no American rulebook at all. |
A partner below takes up the older question of what a rewritten monetary system does to the people saving inside it. |
FROM OUR PARTNERS | |
Dear Reader,
Monetary systems come and go.
Excessive debt, inflationary pressures, and geopolitical shifts drive these resets.
It happened to the Classical Gold Standard. Currencies were fully backed by gold. Then massive debt financing for WWI broke the system.
It happened to the Bretton Woods System after WWII. Where the U.S. dollar was pegged to gold and other currencies pegged to the dollar.
Now… it’s happening to the current Jamaica Accords System that President Nixon put us on.
Who will benefit as the current system gets replaced?
Anyone holding gold. Because gold is the only true form of money. Central banks, sovereign nations, and major institutional investors are stockpiling as much as they can.
For example, central banks now hold more gold than US Treasuries. The very institutions that issue fiat are shifting away from them. Because they deem fiat currency as risky, and they know gold is the only safe haven left.
The problem is millions of retail investors are getting left behind. Because they don’t know how to invest in gold. In answer to this issue, industry experts have released a Free Guide, The Golden Retirement Account, which reveals:
- The IRS-approved program to move retirement funds into gold without penalties.
- How the “Golden Retirement” account builds wealth and bolsters buying power.
- Why now is the time to learn about this strategy before gold spikes higher.
Free copies are available for a limited time. Get your copy now and get ahead of the coming monetary reset before it’s too late.

Those issuers now face a plain choice. Come inside the fence, or leave the American market. |
The law also bars marketing the token as legal tender, or as something the government itself issues. |
The permit is not automatic. An issuer applies, and the Comptroller decides. |
Banks can do this through a subsidiary. Nonbanks, foreign issuers and some state issuers have their own doors. |
The quarterly report follows the weekly one. The first is due on March 31. |
Four honest limits. |
A permit is not a promise. Supervision lowers the odds of failure, it does not remove them. |
This rule binds the issuers the Comptroller supervises. State routes and foreign routes run alongside it. |
Nobody knows yet which issuers will hold a permit in January. |
And the Treasury and the Federal Reserve have pieces of their own still to write. |
EVERY LEAD PASSES BEFORE IT RUNS The One-Way-Door Test |
01 | Can it be undone? The statute is law and the rule is final. January 18 arrives whether or not a single issuer is ready.
|
02 | Who is already repositioning? The offshore issuers. By July 2028 they are either permitted here or gone from here.
|
03 | What does being late cost? Nothing, if you hold none. The cost is treating a token as a deposit after the law has separated the two.

THE MOVE · TWO VERSIONS, PICK YOURS If you hold a stablecoin, or an app holds one for you, find out who issues it and where. From January that answer has to sit on the issuer’s own site, every month. If you hold none, the step is smaller. Stop treating the word dollar as one thing. A deposit, a money fund share and a stablecoin now sit in three different legal boxes. Nobody can tell you today which issuers will hold a permit in January. The approvals are not published, and Treasury and the Fed have rules still to come. |
